KENYA: Former Vice-President Kalonzo Musyoka has said the referendum idea is a bitter pill the Jubilee government must swallow for Kenyans to benefit fully from devolution. The Wiper party leader said the Jubilee government was opposed to the idea because they wanted to conveniently disperse national resources to counties at their will for political capital. “The first amendment should be to strengthen the Senate and increase the counties allocation to 40 per cent of national revenue.
