WAFULA: County budgetary details expose rot in the leadership entrusted with devolution

From Bungoma County to Kisumu County to Nairobi County, it seems the governors are reading from the same script of greed and incompetence to manage resources entrusted to them by the people of Kenya. Gandhi once said that earth provides enough to satisfy every man’s need, but not every man’s greed.
Unfortunately, even before this issue is well articulated and settled, governors across the country are causing a hue and cry among the public on how they have allocated the budgets, with a majority of them showing just how selfish, greedy, visionless and clueless they are in running an institution, leave alone a county. And this against a background of abject poverty that faces a majority of Kenyans, and lack of jobs for more than 60 per cent of the youth.
In the throes of a county unable to produce its own goods but depends on imports, making it a prisoner of consumption only, the governors have turned the one thing that would have helped the country move forward into an institution of robbing Kenyans in daylight with legalised guns called county budgets. The Bungoma governor has been in the news for the last three days when it emerged that he had allocated himself 50 million for entertainment, 50 million to fight pornography and drug abuse, Sh1 million for the County Speaker’s regalia and 70 million to build his official residence.
In a county with the highest number of people who live below the poverty line and a serious insecurity threat, he seems to be clueless and incompetent and the epitome of confusion. The story is worse in Kisumu where, in the face of abject poverty, the governor lives in a hotel where the monthly bill is Sh500,000.
