Members of the National Assembly and the Senate congregate at the Coast this week to reflect on how they can best execute their mandates. It is important because the two Houses seriously need direction. For months now, they have been embroiled in a supremacy war instead of discharging their mandates and that has undermined their collective responsibilities.
Chapter Eight of the Constitution defines the roles of the National Assembly and the Senate and other than political brinkmanship, the territorial disputes witnessed in the past should not have arisen. Even then, what has been striking, especially at the National Assembly, is the level of debate, which at best has been pedestrian and thoroughly uninformed.
MPs go to the House with fixed minds and make decisions without serious thought. A case in point is the passage of the Value Added Tax Bill in August whose implementation last week has thrown the economy into total disarray.
