Cabinet secretary, PS overlap causing confusion

Some of the PSs who spoke to the Sunday Nation said they were considering approaching President Uhuru Kenyatta to express their frustration.
Some have even brought in teams of consultants whose roles sometimes conflict with those of the career civil servants. The PSs, who requested anonymity for fear of being victimised, were hopeful that a meeting with the President would provide clarity on their roles which they accused the cabinet secretaries of usurping.
These frustrations were echoed by civil servants who said they did not know whether to report to cabinet secretaries or their PSs. “There is confusion in government because the cabinet secretaries and the PSs are demanding the same reports and briefings from civil servants,” one official said.
But analysts characterised the discontent as teething problems to be expected under any new arrangement. “The Jubilee approach is to have more technocrats as cabinet secretaries, and there is a possibility they could also end up driving the implementation and management functions of ministries, which is the preserve of the principal secretaries because that is how they have been tuned,” said Mr Nzamba Kitonga, the chairman of the Committee of Experts that reviewed the Constitution.
“In the early stages, there may be overlap in the roles of the two positions, but over time as people get accustomed to the system, the problems will fizzle out. Law Society of Kenya (LSK) chairman Eric Mutua agreed that there seems to be confusion about the constitutional roles of the cabinet secretaries and their PSs, and the sooner the President steps in to clarify the roles, the better for his administration....
