Transition team spells out county government roles
Transitional Authority chairman Kinuthia Wamwangi said counties must start building their capacity before seeking additional functions. Counties are expected as a priority to start running and managing all health facilities including provincial general hospitals. Counties will take over the ambulance services, promotion of primary healthcare, licensing and control of businesses that sell food to the public and veterinary services.
Transitional Authority chairman Kinuthia Wamwangi said the counties must start building their capacity before seeking additional functions over a three-year period. He said section 24 of the Transition to Devolved Government Act sets out the criteria that should be met by counties before the transfer of the functions.
Other conditions will be spelt out after consultations between the authority, county governments, Commission for Implementation of the Constitution and the Commission on Revenue Allocation.
