As the devolved government starts to take shape, it is important that we all be vigilant on a number of issues. The county governors are supposed to have prepared their budgets by today and one of the posers that will immediately face the counties is how to bridge the gap between what the national government gives and what the council raises through municipal charges. Raising revenue will be one of the biggest challenges facing the counties if they are to be of any relevance.
A county that relies heavily on money from the national government will find itself facing multiple problems. It is upon the governors to make sure that competence is not sacrificed while recruiting staff to run the counties.
Any governor who strangles meritocracy will not be able to compete with other regions and risks his political career. Thus, the staffing of the county offices must be based on need and governors should not allow recurrent expenditure overshadow revenue set to develop county markets, roads, polytechnics, abbatoirs, and health facilities.
Also, it is important that the governors go through the Constitution to understand their functions within the county.
